1. What Pre-Shipment Inspection Actually Is
Some countries will not allow a used Japanese car through customs without a roadworthiness certificate issued in Japan before it ships. No certificate, no clearance. In Jamaica, no certificate means the car is re-exported or scrapped at the importer's cost.
The certificate comes from a pre-shipment inspection (PSI): a physical check of the car at the export yard, conducted by an accredited body contracted by your destination country's standards authority. The inspector examines the car and either issues a certificate or lists what failed.
On M3LOGI's main trade routes, three bodies run these inspections at our yards in Japan: QISJ, EAA, and ATJ. Which one applies to your shipment is determined entirely by your destination. You do not choose.
2. Which Countries Require It and Current Rates
Grouped by inspection body. All three operate at M3LOGI's yards in Bando and Nagoya. Rates change monthly based on the previous month's average USD/JPY exchange rate.

3. Choosing the Right Slot: What You Need to Know
All three inspection bodies are ISO/IEC 17020:2012 accredited and government-contracted. Your destination determines which body applies. Within that, timing matters.
QISJ inspects every Thursday at M3LOGI Bando. For Kenya and Zambia it is the only authorised body, so a missed Friday deadline means a full week's wait.
ATJ requires 7 days' notice, no exceptions. For Jamaica and Guyana there is no alternative. Late arrivals here are the single most common cause of vessel booking delays on Caribbean routes.
EAA offers two yards and two inspection days. For Pakistan and Zambia, where QISJ, ATJ and EAA are all available, M3LOGI books whichever has the earliest open slot.
4. What Inspectors Actually Check: The 9-Point Protocol
Every inspection body runs the same core protocol, calibrated to ISO/IEC 17020:2012 standards and adapted for the specific requirements of each destination country. If your car passes these nine checks, it will receive a certificate.
- 01BrakesMeasured on a brake tester: deceleration rate, balance between left and right wheels, parking brake hold. Brake fluid condition and pad thickness checked.Fail: imbalance above tolerance, fluid leak, pads below minimum, parking brake fail.
- 02Steering and Side-SlipMeasured on a side-slip tester. Checks wheel alignment and steering play. Acceptable limit is ±5m/km.Fail: excessive side-slip, loose steering column, damaged rack or linkage.
- 03Underbody and ChassisPhysical inspection from below on a pit or hydraulic lift. Checks frame integrity, exhaust condition, fuel system, and rust penetration into structural members.Fail: structural rust through frame, bent chassis, fuel leak, exhaust perforation.
- 04Exterior and BodyAccident damage assessment, glass condition, door and boot operation. Checks for unreported structural damage or panel replacement masking collision history.Fail: unreported structural damage, cracked windscreen, non-functioning doors.
- 05TyresTread depth across all four tyres (minimum 1.6mm), correct size matching all four corners, sidewall condition. Retreaded tyres flagged.Fail: tread below minimum, mismatched sizes, sidewall damage or bulge.
- 06Lighting and ElectricalAll lights tested: headlamps (alignment and intensity), indicators, brake lights, reverse, fog. Dashboard warning lights checked. ABS and airbag indicator status verified.Fail: any non-functioning safety light, ABS or airbag warning light illuminated.
- 07Engine and EmissionsOBD diagnostic scan, idle stability, CO/HC/NOx measurements. Diesel vehicles include particulate matter check. Cooling system and wiring harness inspected.Fail: active OBD fault codes, emissions above destination standard limits, coolant or oil leak.
- 08Odometer IntegrityMileage verified against the auction sheet, service records, and physical wear indicators. This is the most consequential check for buyers, it cannot be remedied after discovery.Fail: detected tampering or mileage discrepancy. Automatic rejection in all markets. No re-inspection option.
- 09Radiation ScanMandatory for all vehicles from Japan and the UAE, a requirement introduced following Fukushima. A brief scan of the vehicle exterior and interior. Rarely fails in practice.Fail: radiation reading above safe threshold. Automatic rejection with no remedy.
The document check runs alongside the physical inspection: chassis number must match the auction sheet, VIN plate must be present and unaltered, and the vehicle registration certificate (shaken-sho) must be available. Missing or altered documents are grounds for rejection independent of vehicle condition.
5. What Happens When a Car Fails
A failed inspection is not a failed shipment. In almost every scheme, minor failures can be repaired at the yard and the car re-inspected within the body's validity window. M3LOGI stages vehicles before inspection day and flags obvious issues, a blown bulb, worn pads, a cracked wiper, so minor repairs can be handled before the inspector arrives.

The important thing to understand is that M3LOGI is present with the vehicle on inspection day. We stage it, check it, and flag anything likely to fail before the inspector arrives.

The only failure with no remedy is odometer tampering. If detected, the vehicle is rejected and cannot be re-inspected. It cannot be exported to that destination. This is why checking the auction sheet mileage against the odometer before bidding is not optional, it is the most important check a buyer can do before purchase.
For cars that arrive at destination without a certificate:
